Will Microsoft announce flexible hardware specs for Windows Phone manufacturers?

Microsoft has had strict chassis requirements for all Windows Phones, but itlooks like the company might ease up on their restrictions. Microsoft is rumored to be announcingmore flexible hardware specs at MIX11. This wouldbe a good move for a company that finds themselves way behind in the mobile space.
It makes sense that Microsoft would ease up on their requirements in light of their recent deal with Nokia. Everyone has expected lower end Windows Phones to be part of the Nokia deal.
